ORGANISATIONAL CHART OF THE MINISTRY OF SECONDARY EDUCATION

 
DECREE N° 2005/139 OF 25 APRIL 2005
TO ORGANISE THE MINISTRY OF SECONDARY EDUCATION

 

THE PRESIDENT OF THE REPUBLIC,
MINDFUL of Constitution,
MINDFUL of Decree No 2004/320 of 8 December 2004 to organise the Government,

Hereby decrees as follows:
PART ONE: GENERAL PROVISIONS


Article 1:

(1) The Ministry of Secondary Education shall be placed under the authority of a Minister, who shall be assisted by a Secretary of State.
(2) The Minister of Secondary Education shall be responsible for designing, implementing and evaluating government policy in the area of general secondary, technical and teacher education.
In this respect, he shall be responsible for:
the organisation and functioning of general secondary, technical and teacher education ;
the development of study programmes and research in teaching methods for general secondary and technical education, and the control of their implementation ;
the development of study programmes and research in teaching methods for teacher and technical education, and the control of their implementation ;
the moral, civic and intellectual training of general secondary and technical education students ;
the development, follow-up and implementation of the school mapping of this type of education ;
the follow-up and control of the administrative and pedagogic management of public and private educational establishments ;
designing norms and standards, and the control of their applications ;
educational counselling and planning ;
the textbook policy for this level of education ;
the in-service training of teachers, provided he respects the duties assigned to other Ministers in this respect ;
liaison with UNESCO for matters in his area of competence.
(3) He shall supervise the Office du Baccalauréat du Cameroun (O B C) and the General Certificate of Education Board (GCE-Board).

Article 2: In the discharge of these duties, the Minister of Secondary Education shall have:
private Secretariats ;
3 (three) Technical Advisers ;
an Inspectorate-General of Services ;
an Inspectorate General of Education ;
a Central Administration ;
deconcentrated Services;
secondary Educational Establishments ; and
Advisory Bodies, for these type and level of education.

PART TWO: PRIVATE SECRETARIATS

Article 3: Each under the authority of a Private Secretary, the Private Secretariats, shall be responsible for the private affairs of the Minister and the Secretary of State.

PART THREE: TECHNICAL ADVISERS

Article 4: Technical Advisers shall perform any duties assigned to them by the Minister or by the Secretary of State.

PART FOUR: THE INSPECTORATE-GENERAL OF SERVICES

Article 5:

(1) Under the authority of an Inspector-General of Services, the Inspectorate-General of Services shall be responsible for:
the evaluation of the performances of services as per the goals set, in conjunction with the Secretary-General ;
the internal control and evaluation of the functioning of the services of the Ministry ;
informing the Minister and the Secretary of State on the quality of the functioning and the output of services ;
the evaluation of the application of organisational techniques and methods as well as the simplification of administrative work, in conjunction with the competent services of the Administrative Reform ;
the implementation of the strategy to fight against corruption within the Ministry, in conjunction with Anti-Corruption Unit of the Ministry.
(2) Besides the Inspector-General, it shall comprise 3 (three) Inspectors of Services.

Article 6: (1) In the discharge of their control and evaluation duties, the Inspector-General and the Inspectors of Services shall have access to all the documents of the services under control. In this respect, they may:
demand information, explanations or documents from the officials of the services under control, who are bound to furnish them within the deadline ;
require, for a while, the services of the staff of other structures of the Ministry ;
request, when necessary and prior to the Minister's opinion, the services of the forces of law and order to lend a hand or to notice attempts to damage public property.
(2) Each inspection or control mission shall lead to the writing of a report to be forwarded to the Minister, with a copy to the Secretary General.
The Minister shall forward a copy of this report to the Minister in charge of Administrative Reform and to the Minister in charge of Supreme State Control.
(3) The Minister shall forward a quarterly control report as well as an annual report of the activities of the Inspectorate-General to the Prime Minister, Head of Government.

PART FIVE : THE INSPECTORATE GENERAL OF EDUCATION

Article 7:

(1) Under the authority of an Inspector-General, the Inspectorate-General of Education shall be responsible for:
outlining research programmes ;
the coordination, supervision and follow-up of activities assigned to Inspectorates of Pedagogy ;
the follow-up of the activities of structures in charge of examinations ;
the control and evaluation of Cameroon's system of education ;
the constant adaptation of pedagogy to the progress of science ;
the application of Government policy on the textbook and other instructional material ;
relations in research and in the training programme ; and
designing in-service training programmes and the Distance Training of Teachers.
(2) It shall comprise:
a Teachers' Resource Unit ;
Inspectorates of Pedagogy ; and
A Control Brigade for Private Secondary Educational Establishments.

CHAPTER ONE: THE TEACHERS' RESOURCE UNIT

Article 8:

(1) Under the authority of a Unit Head, the Teachers' Resource Unit shall be responsible for:
the implementation of research programmes ;
relations in the search for training programmes ; and
the promotion and publishing of research results.
(2) Besides the Unit head, it shall comprise 4 (four) Assistant Research Officers.

CHAPTER TWO: INSPECTORATE OF PEDAGIOGY

Article 9:

(1) Under the authority of Pedagogic Inspectors, Inspectorates of Pedagogy shall be responsible for:
The outlining and development of programmes and the methods of teaching the various subjects ;
The follow-up, control and constant evaluation of programmes, teachers, textbooks and instructional
material;
Pedagogic surveys in Provincial Delegation ;
Outlining pedagogic research programmes ;
The follow-up and evaluation of the Distance Training of Teachers ;
The follow-up of the in-service training of teachers, in conjunction with the Department of Human Resources ;
The compilation of notes of lessons ;
Writing semester reports of evaluators of educational activities ;
Polishing and checking examination questions, in conjunction with Provincial Inspectorates of Pedagogy ;
Giving technical advice on the pre-service training of teachers and pedagogic supervision officials ; and
Giving technical advice on the proposal of examiners, charges de mission and moderators of official examinations, in conjunction with the structures in charge of examinations.
(2) They shall be as follows:
the Inspectorate of Pedagogy for the Promotion of Bilingualism : it shall promote English in francophone secondary schools and teacher training colleges, and French in Anglophone schools of same level ;
the Inspectorate of Pedagogy for the Science and Technologies of the Tertiary Sector ;
the Inspectorate of Pedagogy for the teaching of Letters, Arts and Foreign Languages (French, English, German, Arabic, Spanish, Chinese, Japanese, Halian, Portuguese) ;
the Inspectorate of Pedagogy for Industrial Techniques ;
the Inspectorate of Pedagogy for the Humanities : History, Geography, Civics, Philosophy, Morals ;
the Inspectorate of Pedagogy for the teaching of the Sciences : Mathematics, Physics, Chemistry, Elementary Physics, Life Sciences, Earth, Environmental Sciences, Hygiene and Biotechnical Sciences ;
the Inspectorate of Pedagogy for Technical and Teacher Education ;
the Inspectorate of the Pedagogy for Computer Literacy (Computer Literacy, Infography, Computer Maintenance).
Each Inspectorate of Pedagogy shall have 2 (two) to 3 (three) National Pedagogic Inspectors per subject or group of subjects.
The Inspectorate of Pedagogy for the Sciences and Technologies of the Tertiary Sector and the Inspectorate of Pedagogy for Industrial Techniques shall have 3 (three) Sections headed each by a National Co-ordinating Pedagogic Inspector.
Article 10:

(1) Each under the authority of a Pedagogic Inspector, the Inspectorates of Pedagogy provided for under 9 (2) above shall be responsible for supervising and coordinating the activity of National Pedagogic Inspectors.
(2) The Inspectorate of Pedagogy for the Sciences and Technologies of the Tertiary Sector shall comprise:
- the Sector for Economic Science and Techniques and
Management (Accounts and Finance, Economic and Social
Sciences, Insurance, Financial Mathematics, laws, Legislation);
and
- the Section for Action and Administrative and Commercial
Communication (Secretary Ship and Bureau tics, Communication
and Management, Marketing, Home Economics, Catering and
Tourism).
(3) The Inspectorate of Pedagogy for Industrial Techniques shall comprise:
- the Sector for Electricity and Mechanic Engineering;
- the Sector for Civil Engineering, Woodwork and Agricultural
Techniques;
- the sector for Industrial Chemistry and Biomedical Fields; and
- the section for Arts and Fashion.

CHAPTER THREE: THE CONTROL BRIGADE FOR PRIVATE SECONDARY ESTABLISHMENTS

Article 11:

(1) Under the authority of a Brigade Head, the Control Brigade for Private Secondary Educational Establishments shall be responsible for the control of private general secondary, technical secondary and teacher educational establishments and the utilisation of state subventions and other sources of funding.
(2) The control shall lead to the writing of at least one report quarterly to be forwarded to the hierarchy.
(3) Besides the Brigade head, it shall comprise 2 (two) Service Controllers.

PART SIX: CENTRAL ADMINISTRATION

Article 12: The Central Administration shall comprise:
the Secretariat-General;
the Department of General Secondary Education;
the Department of Technical and Teacher Education;
the Department of Examination and Certification;
the Department of Human Resources;
the Department of Financial and Material Resources;
the Division of Projects, Cooperation, Educational Planning and Counselling.

CHAPTER ONE: THE SECRETARIAT-GENERAL

Article 13 : (1) The Secretariat-General shall be under the authority of a Secretary-General, the closest collaborator of the Minister, who shall follow up the affairs of the Ministry and, to that end, receive the necessary devolution of signature.
In this respect:
he shall coordinate the action of the Administration and of the Deconcentrated Services of the Ministry and shall, to this end, hold coordination meetings whose minutes he shall submit to the Minister;
he shall spell out and codify the internal procedures in the Ministry;
he shall ensure the constant training of the staff and shall, under the authority of the Minister, organise seminars and refresher, further or specialisation courses;
he shall, under the authority of the Minister, follow up the action of services attached, approve their programme of action and receive the minutes of their activities,
he shall see to celerity in the processing of files, centralise the records and supervise documentation.
(2) In the event of the absence or unavailability of the Secretary-General, the Minister shall designate a Director to act for him.


Article 14: The following services shall be attached to the Secretariat-General:

  • the Legal Affairs Division;
  • the Follow-up Unit;
  • the Communication Unit;
  • the Translation;
  • the Computer Unit;
  • the Planning Unit;
  • the Sub-Department of Reception, Mails and Liaison;
  • the Sub-Department of Documentation and Archives.


SECTION ONE: THE LEGAL AFFAIRS DIVISION

Article 15:

(1) Under the authority of a Head of Division, the Legal Division shall be responsible for:
the respect of the lawfulness and legal regularity of instruments;
the preparation and fine-turning of draft legal and regulatory instruments developed by the Ministry or submitted for the Minister's signature;
legal advise on issues in the Ministry;
the promotion and dissemination of the legal culture in the Ministry;
the defence of the interests of the state whenever the Ministry is involved in a case.
(2) It shall comprise:
- the Studies and Regulations Unit;
- the Litigations Unit.

Article 16:
(1) Under the authority of a Unit Head, the Studies and Regulations Unit shall be responsible for:
any studies relating to the conformity of texts and instruments taken by the Minister in connection with the laws and regulations in force;
drafting legal instruments and draft instruments taken by the Minister;
codifying legal regulatory instruments.
(2) Besides the Unit Head, it shall comprise 2 (two) Assistant Research Officers.
Article 7:
(1) Under the authority of a Unit Head, the Litigation Unit shall be responsible for:
examining administrative complaints and litigations, in conjunction with technical departments of the Ministry;
defending the interest of the Ministry in court.
(2) Besides the Unit Head, it shall comprise 2 (two) Assistant Research Officers.


SECTION TWO: THE FOLLOW-UP UNIT
Article 18:
(1) Under the authority of a Unit Head, the Follow-up Unit shall carry out any study or effect any mission assigned to it by the Secretary-General. It shall notably be responsible for:
the follow-up of the activities of the central and Deconcentrated Services;
summarizing the programmes of action, the minutes of crises meetings, and reports of activities submitted by the central and deconcentrated services of the Ministry.

(2) Besides the Unit Head, it shall comprise 2 (two) Assistant Research Officers.

SECTION THREE: THE COMMUNICATION UNIT
Article 19: (1) Under the authority of a Unit Head, the Communication Unit shall be responsible for:
the implementation of Government's communication strategy within the Ministry;
the conception and fine-turning of messages specific to the Ministry;
the collection, analysis and conservation of the journalistic and audiovisual documentation of the Ministry;
the exploitation of articles relating to educational issues published on the national and international media;
the constant promotion of the image of the Ministry;
the protocol and the organisation of ceremonies attended by the Minister and the Secretary of State;
the running of educational programmes on the media;
the organisation of the Minister's press conference or other press activities;
public relations in the Ministry;
the writing and publishing of the news bulletins and any other information concerning the educational system.
(2) Besides the Unit Head, it shall comprise 2 (two) Assistant Research Officers.

SECTION FOUR : THE TRANSLATION UNIT
Article 20:
(1) Under the authority of a Unit Head, the Translation Unit shall be responsible for:
the routine translation of documents;
the control of the quality of day-to-day translation;
the compilation of an education-related terminology databank.
(2) Besides the Unit Head, it shall comprise 2 (two) Assistant Research Officers, one in charge of English Language translation and the other in charge of French Language translation.

SECTION FIVE: THE COMPUTER UNIT
Article 21: (1) Under the authority of a Unit Head, the Computer Unit shall be responsible for:
the design and implementation of the computer master plan of the Ministry;
the choice of equipment relating to systems exploitation computing;
the development of databanks relating to various computer sub-systems of the Ministry;
the security, availability and integrity of the computer system;
assistance and advise of the Department of Human Resources on the training of personnel in the exploitation of the computer system;
the monitoring of computer technological advancement;
the conservation and publishing of information necessary for making strategic decisions on education;
the promotion of information and communication technologies.
(2) Besides the Unit Head, it shall comprise 2 (two) Assistant Research Officers.

SECTION SIX: THE SUB-DEPARTMENT OF RECEPTION, MAIL AND LIAISON

Article 22:
(1) Under the authority of a Sub-Director, the Sub-Department of Reception, Mail and Liaison shall be responsible for:
the reception, information and direction of users;
the reception, processing and distribution of mails;
the filing and conservation of instruments signed;
the reproduction and handling out of individual and regulatory instruments as well as any other service documents;
returning files to services for processing.
(2) It shall comprise:
- the Reception and Information Service;
- the Mail and Liaison Service;
- the Relaunch service.

Article 23:
(1) Under the authority of a Service Head, the Reception and Information Service shall be responsible for:
the reception of files;
the reception of requests;
the reception and information of users;
the checking of the infirmity of files.
(2) It shall comprise:
- the Information and Control Bureau;
- the Project Bureau
Article 24:
(1) Under the authority of a Service Head, the Mail and Liaison Service shall be responsible for:
the treatment of mails;
the filing and conservation of instruments signed;
the production of individual instruments and of any other service documents;
the notification of instruments signed;
the setting up of virtual files.
(2) It shall comprise:
- the in-coming mail Bureau;
- the Out-going Mail bureau
- Reproduction Bureau.

Article 25: Under the authority of a Service Head, the Relaunch Service shall be responsible for:
the registration of users' requests;
the automatic relaunch of services in the event of the non-respect of the normative deadline in the processing of files.

SECTION SEVEN: THE SUB€“DEPARTMENT OF DOCUMENTATION AND ARCHIVES


Article 26:

(1) Under the authority of a sub- Director, the sub-Department of Documentation and Archives shall be responsible for;
the implementation of the Ministry's internal policy on the organisation of records;
the collection and dissemination of written documentation on education;
the promotion of reading habits and documentary research in schools.
(2) It shall comprise;
- the Documentation of Service;
- the records Service

Article 27 : Under the authority of a Service Head, the Documentation Service shall be responsible for:
the collection and dissemination of written documentation;
the promotion of reading habits and documentary research in schools.
Article 28 : Under the authority of a Service Head, the Records Service shall be responsible for the conception and the implementation of the Ministry's internal policy on the organisation of archives.

CHAPTER TWO: THE DEPARTMENT OF GENERAL SECONDARY EDUCATION

Article 29 :

(1) Under the authority of the Director, the Department of General Secondary Education shall be responsible for,
the administrative coordination of public general secondary educational establishments;
the carrying out of studies and the formulation of lack of teachers, in conjunction with the Inspectorate €“ General of Education, the Department of Human Resources and the Deconcentrated Services of the Ministry.
the keeping of a record of educational establishments;
the follow-up of private general secondary educational establishments.

(2) It shall comprise:
- the Sub-Department of Public General Secondary Education;
- the Sub- Department of Private General Secondary Education;
- the Sub-Department of Studies and Statistics.

SECTION ONE:THE SUB-DEPARTMENT OF PUBLIC GENERAL SECONDARY EDUCATION

Article 30:

(1) Under the authority of a Sub Director, the Department of Public general Secondary Education shall be responsible for,
the administrative coordination of Public General Secondary Educational establishments;
the follow-up and the administrative control of Public General Secondary Educational establishments.
(2) It shall comprise:
the Government High Schools Service;
the Government Secondary Schools Service.
Article 31: Under the authority of a Service Head, the Services provided for under 30 (2) above shall be responsible for;
the follow-up of the transfer of High School teachers, in conjunction with the Inspectorate General of Education, the Department of Human Resources and the provincial Delegation of the Ministry; the keeping of records of educational establishments;
the exploitation of principals' reports.


SECTION TWO:THE SUB-DEPARTMENT OF PRIVATE GENERAL SECONDARY EDUCATIONAL ESTABLISHMENTS

Article 32:

(1) Under the authority of a Sub-Director, the Sub-Department of Private General Secondary Educational Establishments shall be responsible for;
the administrative and financial control of Private General Secondary educational Establishment;
the keeping of records of Private general Secondary Educational Establishments;
the finalisation of the files for the creation, opening, extension or closing down of Private General Secondary Educational Establishments, in conjunction with the Legal Affairs Division and the Department of Infrastructure, Equipment and Maintenance;
the follow-up of partnership, when necessary, with Private General Secondary Educational Establishments;
the preparation of contracts with Private General Secondary Educational Establishments.
(2) It shall comprise:
- the Service for Private General Secondary Schools;
- the Subvention Service;
- the records and Statistics Service.
Article 33: Under the authority of the Service Head, the service for Private General secondary Schools shall be responsible for;
the study of application to create, open or extend Private General Secondary Schools;
the keeping of records of corresponding schools;
The exploitation of reports of principals of Private General Secondary Schools, notably beginning-of-year and end-of-year reports;
Relation with Education Secretariats.
Article 34: Under the authority of the Service Head, the Subvention Service shall be responsible for:
the preparation of the situation of State Subventions and other resources of finding, in conjunction with the preparation of contracts with Private General Secondary Schools;
the keeping, exploitation and update of the records of Private general Secondary Schools, in conjunction with the Computer Unit.

SECTION THREE: THE SUB-DEPARTMENT OF STUDIES AND STATISTICS

Article 36:

(1) Under the authority of the Sub-Director, the Sub-Department of Studies and Statistics shall be responsible for:
the coordination of studies concerning the lack of Teachers of Secondary General Secondary Education;
the centralisation and summary of studies concerning the opening of new Government Secondary Schools or their upgrading;
the analysing and publishing of statistics of Government Secondary and High Schools;
the keeping of records of Private Secondary and High Schools;
the keeping of the records of staff.
Article 37: Under the authority of a Service head, the Studies Service shall be responsible for:
studies concerning the lack of teachers;
studies concerning the opening of new Government Secondary Schools;
studies concerning the upgrading of Government Secondary Schools.
Article 38: Under the authority of a Service Head, the Records and Statistics Service shall be responsible for:
the centralisation, analysis and production of the statistics of Government Secondary and High Schools, I conjunction with the Computer Unit and the Division of Educational Planning and Counselling;
the keeping of the Records of Government Secondary and High Schools;
the keeping of the records of staff.

CHAPTER THREE: THE DEPARTMENT OF TECHNICAL AND TEACHER EDUCATION

Article 39:

(1) Placed under the authority of a Director, the Department of Technical and Teacher Education shall be responsible for:
the administration and control of Government technical Secondary Educational Establishments;
the administration and control of Government Technical Teachers Training Colleges;
the carrying out of studies and formulation of the need for personnel, in conjunction with the inspectorate General of Education and the department of Human Resources;
the follow-up of the records of teachers of schools under it's authority, in conjunction with the Department of Human Resources;
the study of the lack of teachers, in conjunction with the Inspectorate-general of Education and the Department of Human resources;
the follow-up of Private Technical Schools and Technical Teachers Training Colleges.
(2) It shall comprise:
- the Sub-Department for Government Technical Education
- the Sub-Department for Government Technical Teachers training
Colleges;
- the Sub-Department of Studies and Statistics;
- the Sub-Department for Private Technical and Teacher Education.

SECTION ONE: THE SUB-DEPARTMENT FOR GOVERNMENT TECHNICAL EDUCATION

Article 40:

(1) Under the authority of a Sub-Director, the Sub-Department for Government technical Education shall be responsible for:
the administrative management of schools;
the follow-up and administrative control of schools;
the preparation of postings and transfers;
the processing of schools' beginning-of €“year and end €“of- year reports;
the processing of various files from schools.
(2) It shall comprise:
- the Government Technical High Schools and Vocational Training
Service;
- the Government Technical Colleges Service.

Article 41: Placed under the authority of a Service Head, the Services provided for under 40 (2) above shall be responsible for:
the processing of the files of schools;
the exploitation of principals' reports;
the preparation of postings and transfers of teachers, in conjunction with the Inspectorate - General of Education and the Department of Human Resources.


SECTION TWO: THE SUB-DEPARTMENT FOR GOVERNMENT TECHNICAL TEACHERS TRAINING COLLEGES

Article 42:

(1) Under the authority of a Sub-Director, the Department for Government Technical Teachers training Colleges shall be responsible for:
the coordination of studies concerning the lack of staff, the functioning, creation and opening of Teachers Training Colleges;
the summary and exploitation of educational statistics of Teacher Education under the Ministry;
the compilation of the situation of the teaching and supervisory staff;
the follow-up of the posting and transfer of teaching and supervisory staff, in conjunction with the Inspectorate-General of Education, the Department of Human resources and the Deconcentrated Services of the Ministry.

(2) It shall comprise:
- the Technical Teachers Training Colleges Service
- the Records and Statistics Services.

Article 43: Under the authority of the Service head, the Technical Teachers Training Colleges service shall be responsible for:
studies concerning the lack of teachers;
studies concerning the opening of new Government Technical Teachers training colleges;
the follow-up of the inter-provincial transfer of teachers, in conjunction with the Inspectorate-General of Education, the Department of Human Resources and the Deconcentrated Services of the Ministry;
the keeping of the records of schools and technical teachers training Colleges;
the exploitation of principals' reports.
Article 44: Under the authority of a Service Head, the Records and Statistics Service shall be responsible for:
the analysis of statistics concerning Technical Teachers Training Colleges;
the keeping, exploitation and update of the records of government Technical Teachers training Colleges, in conjunction with the Computer Unit.


SECTIION THREE:THE SUB-DEPARTMENT OF PRIVATE TECHNICAL AND TEACHER EDUCATION

Article 45:

(1) Under the authority of a Sub-Director, the Sub-Department of Private technical and Teacher Education, shall be responsible for:
partnership with private Colleges of this sector;
the finalisation of files for the creation, opening, extension or closing down of Private technical Schools and Teachers Training Colleges, in conjunction with the Legal Affairs Division and the Department of Financial and Material Resources;
the preparation of proposals for subventions;
the preparation of contracts with private colleges of this sector;
the administration of State Subventions.
(2) It shall comprise:
- the Private Technical Secondary and Teacher Education
Service;
- the Subventions Service;
- the Records and Statistics Service.
Article 46: Placed under the authority of a Service Head, the Private Technical Secondary and Teacher Education Service shall be responsible for:
the study of application to create, open or extension of Private Technical Schools and Teacher Training Colleges;
the processing of files of corresponding Educational Establishments;
the exploitation of Private-School principals' reports, notably those of beginning and end of year;
Relations with Education Secretariats.

Article 47: Under the authority of a Service Head, the Subventions Service shall be responsible for:
the preparation of the situation of State Subventions and other sources of funding;
the preparation of contracts with private schools of this sector.
Article 48: Under the authority of a Service Head, the Records and Statistics Service shall be responsible for:
the analysis of statistics concerning Private Technical Schools and Teachers Training Colleges;
the processing, exploration and update of the records of Private Technical Schools and Teachers Training Colleges, in conjunction with the Computer Unit.

SECTION FOUR:THE SUB-DEPARTMENT OF STUDIES AND STATISTICS

Article 49:

(1) Under the authority of a Sub-Director, the Sub-Department of Studies and Statistics shall be responsible for:
the coordination of studies concerning the lack of teachers of Technical and Teacher Education;
the centralisation and summary of studies concerning the opening of new Government Technical Teachers Training Colleges or their upgrading;
the analysing and publishing of statistics of Government Technical Schools and Teachers Training Colleges;
the follow-up of the records of staff.
(2) It shall comprise:
- the Studies Service;
- The Records and Statistics Service.
Article 50: Under the authority of a Service Head, the Studies Service shall be responsible for:
studies concerning the lack of teachers;
studies concerning the opening of new Government Technical Schools and Teachers Training Colleges;
studies concerning the up-grade of Government Technical Colleges
Article 51: Under the authority of a Service Head, the Records and Statistics Service shall be responsible for:
the centralisation, analysis and production of statistics of Government Technical Schools and Teacher Training Colleges, in conjunction with the Computer Unit and the Division of Projects, Cooperation, Planning and Guidance Counselling;
the keeping of records of Government Technical Schools and Teachers Training Colleges;
the keeping of records of staff.

CHAPTER FOUR:THE DEPARTMENT OF EXAMINATIONS AND CERTIFICATION

Article 52:

(1) Under the authority of a Director, the Department of Examinations and Certification shall be responsible for:
the general supervision of the organisation of examinations and the certification of General Secondary, Technical Secondary, and Teacher Education examinations that are not run by the General Certificate of Education Board and the Office du Baccalauréate du Cameroun;
the follow-up and evaluation of the conduct of examination, in liaison with the Deconcentrated Services of the Ministry;
the control of the release of results;
the training of examination and certification officials in the Deconcentrated Services of the Ministry, in conjunction with the Inspectorate-General of Education and the Department of Human Resources;
the normalisation of examinations procedures;
the centralisation and conservation of examination archives
the control of the conformity and authenticity of certificates issued by the Provincial Delegation of the Ministry;
the issuance of the Technical Teachers Training Colleges certificates;
the follow-up of examination litigations, in conjunction with the Legal Affairs Division.
(2) It shall comprise;
- the Sub-Department for the Organisation of Examinations
- the Sub-Department of Certification; Records and Statistics;
- the Sub-Department of Material, Liaison and Control.

SECTION ONE:THE SUB-DEPARTMENT OF THE ORGANISATION OF EXAMINATIONS

Article 53:

(1) Under the authority of the Sub-Director, the Sub-Department for the Organisation of Examinations shall be responsible for:
the codification and programming of examinations;
the organisation of examinations of General Technical and Technical Teacher Education;
informing the public and making of public texts concerning examinations organised by the Ministry;
the control and authentication of results;
the follow-up and application of regulatory instruments governing examinations;
the follow-up of the training of examination officials in Provincial Delegations, in conjunction with the Inspectorate-General of Education and the Department of Human Resources.
(2) It shall comprise:
- the Service for the Organisation of General Education
Examinations;
- the Service for the Organisation of Technical and Teacher
Education.
Article 54: Each under the authority of a Service Head, the Service envisaged in 53 (2) above shall be responsible for:
the processing of candidates' files;
the control and authentication of results;
the codification and programming of examinations;
informing the public and making public texts concerning examinations organised by the Ministry.

SECTION TWO:THE SUB-DEPARTMENT OF CERTIFICATION AND STATISTICS

Article 55:

(1) Under the authority of a Sub-Director, the Sub-Department of Certification, Records and Statistics shall be responsible for:
the reproduction of examination questions;
the processing of results;
the issuance of results of General and Technical Teachers Training Colleges;
examination statistics;
the collection, processing and conservation of records on examinations.
(2) It shall comprise:
- the Certification Service;
- the Records and Statistics Service;
- the Reprography Service.
Article 56: Under the authority of a Service Head, the Certification Service shall be responsible for:
publishing results;
issuing certificates;
issuing testimonials.
Article 56: Under the authority of a Service Head, the Archives and Statistics Service shall be responsible for;
the collection, processing and conservation of examination archives;
Examination statistics.
Article 58: Under the authority of a Service Head, the Reprography Service shall be responsible for:
running the question bank;
printing and packaging question papers;
the compilation and publishing of questions annals.

SECTION THREE:THE SUB-DEPARTMENT OF MATERIAL, LIAISON AND CONTROL

Article 59:

(1) Under the authority of a Sub-Director, the Sub-Department of Material, liaison and Control shall be responsible for:
the supply of examination material;
the dispatch of examination documents and material;
the follow-up of the evaluation of exercises connected with the organisation and conduct of examinations, in conjunction with the Inspectorates of Pedagogy and Deconcentrated services of the Ministry.
(2) It shall comprise:
- the Material and Liaison Service;
- the Control Brigade.
Article 60: Under the authority of a Service Head, the Material and Liaison service shall be responsible for:
the commitment and liquidation of expenditures;
the reception and conservation of all financial documents dealing with examinations;
the conveyance of examination material.
Article 61:

(1) Under the authority of a Brigade Head, the Control Brigade shall be responsible for:
the follow-up, control and evaluation of exercises dealing with the organisation and conduct of examinations;
examination litigations, in conjunction with the Legal Affairs Division.
(2) Besides the Brigade Head, it shall comprise 3 (three) Services Controllers.

CHAPTER FOUR:THE DEPARTMENT OF HUMAN RESOURCES

Article 62:

(1) Under the authority of a Director, the Department of Human resources shall be responsible for:
the follow-up of Government policy on the training of the personnel of the Ministry;
the follow-up of the employment of teachers and their training, in conjunction with the relevant services of the Ministries in charge of the Public Service of Higher Education, the Technical departments concerned and the Inspectorate General of Education;
the coordination of the drawing up of programmes for the training of the personnel of the Ministry;
the designing and implementation of the policy for managing the human resources necessary for the smooth functioning of the Ministry;
the forward planning of staffing and competencies;
the evaluation of systems in force for the administration of the personnel;
the follow-up of the improvement of the working conditions of the personnel of the Ministry;
the preparation of administrative instruments dealing with staff administration;
the placing of staff under recruitment or back from training at the disposal of Provincial Delegation for the Ministry for employment;
the application of laws and regulations dealing with spending on the personnel;
the accessing and processing of salaries and other benefits of the personnel of the Ministry;
salary litigations;
the update of the card-index of the personnel of the Ministry;
Matters concerning the discipline of the personnel of the Ministry;
The follow-up of the maintenance of the application of SIGIPES, in conjunction with the Ministries in charge of the Public Service and Finance.
(2) It shall comprise:
- the unit in charge of the SIGIPES Project;
- the Sub-Department of Personnel;
- the Sub-Department of Human Resources Development;
- the Sub-Department of Salaries;
- the Sub-Department of Health, Sport and Co-curricular
Activities.

SECTION ONE:UNIT IN CHARGE OF THE SIGIPES PROJECT

Article 63:

(1) Under the authority of a Unit Head, the Unit in charge of the SIGIPES Project shall be responsible for:
the centralisation and constant update of the virtual records of the personnel and salaries;
the editing of salary papers;
the exploitation and maintenance of the computer software of the Department of Human Resources.
(2) Besides the Unit Head, it shall comprise 2 (two) Assistant Research Officers.

SECTION TWO:THE SUB-DEPARTMENT OF PERSONNEL

Article 64:

(1) Under the authority of a Sub-Director, the Sub-department of Personnel shall be responsible for:
the preparation of recruitment decisions, in conjunction with the relevant services of the Ministry in charge of the Public Service and Administrative Reform;
the management of the career of the personnel;
the study of measures geared at increasing and improving the output of public employees;
the centralisation and update of information on the personnel;
the preparation of employment decisions;
advise and assistance on personnel management to internal services of the Ministry;
discipline;
the preparation of disciplinary files.
(2) It shall comprise:
- the personnel central Card Index Service;
- the General Secondary Education Personnel Service;
- the Teacher Education Personnel Service;
- the Technical Education Personnel Service;
- the Non-Teacher personnel Service.
Article 66: Under the authority of a Service Head, the Service provided for under 64 (2) above shall be responsible for:
the management of the career of the personnel;
the control of the staffing situation;
the update of the personnel index-card.


SECTION THREE:THE SUB-DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT
Article 67:

(1) Under the authority of a Sub-Director, the Sub-Department of Human Resources Development shall be responsible for:
the implementation of the policy for training the personnel of the Ministry and the coordination of actions of further training the latter;
the management of job posts;
the forward-planning management of staffing;
the follow-up of adequacy between the profile of the post-holder
and the requirements of the job post;
the designing of training programmes;
social assistance to the personnel in service in the Ministry.
(2) It shall comprise:
- the Forward-planning Service
- the Training Service
- the Social Welfare Service.
Article 68: Under the authority of a Service Head, the Forward-Planning Service shall be responsible for:
the preview of the personnel to be employed;
the programming of the need of the Ministry in terms of human resources, in liaison with the Ministries concerned;
the follow-up of the staffing situation.
Article 69: Under the authority of a Service Head, the Training Service shall be responsible for:
the implementation of the training policy;
the dissemination of the methodology for and tools for preparing training programmes;
the organisation of training programmes;
the development of training and further training procedures;
the follow-up of activities carried out in home-based training schools under the Ministry;
the management of further training, in conjunction with Division of Projects and Cooperation;
the keeping of trainees' index-card;
participation in the designing, evaluation and up-date of training programmes.
Article 70:
Under the authority of a Service Head, the Social Welfare Service shall be responsible for:
informing the personnel on procedures of assistance ill-health and industrial accidents, and on the state medical assistance, in conjunction with the Ministries in charge o
